BUILDIT ROLE PATHWAY
Finance and Cost Control
Understand the financial control lens, the project information Finance depends on, and the points where poor handovers create unreliable reporting and late surprises.

Finance role overview

Purpose and accountability Why Finance exists, what it protects and how its contribution is judged. Why it exists
It converts actual transactions and project forecasts into a controlled view of cost, cash, performance and exposure. It challenges inconsistencies, but it cannot manufacture the project narrative that sits behind the numbers.
Core accountability
- Maintain a dependable current and forward financial position.
- Keep financial information complete, consistent and explainable.
- Apply the agreed governance and financial control framework.
- Identify material uncertainty before it becomes a surprise.
What leadership relies on
- Accurate actual cost and cash visibility.
- A defensible forecast of the likely final position.
- Clear separation of fact, forecast, risk and opportunity.
- Early warning where controls or assumptions are failing.
How the role is judged
- Accuracy and timeliness of reporting.
- Forecast reliability and quality of explanation.
- Compliance with DOAs, systems and approved structures.
- Whether the financial record withstands audit and closeout.
Commercial consequence
- Reliable information supports earlier corrective decisions.
- Governed evidence protects reported margin and cash.
- Control failures can create write-offs and concessions.
- Weak closeout records can reduce the final negotiated outcome.
Ownership and boundaries What Finance owns, influences and challenges, and what remains with other roles. Authority
Finance typically owns
- Financial control, coding and ledger integrity.
- Reporting timetables, consolidation and reconciliation.
- Actual cost, cash and variance visibility.
- Governance treatment and control exceptions.
Finance influences and challenges
- Whether forecasts are consistent with available evidence.
- How uncertainty is represented in financial reporting.
- Whether commitments follow approved authority and structure.
- Whether proposed treatment satisfies governance requirements.
Finance does not replace
- Commercial ownership of package forecasts or entitlement.
- Delivery validation of progress, productivity or programme.
- Legal, safety, people or technical decision-making.
- Management ownership of decisions and corrective action.
Context changes the boundary
- Project Finance and corporate Finance may divide responsibilities differently.
- Joint ventures usually introduce additional controls and reporting obligations.
- Authority changes with seniority, delegations and project scale.
- Role boundaries should be confirmed rather than assumed from title alone.
Finance can challenge the reliability and treatment of a position without becoming the owner of the commercial, operational, legal or technical judgement behind it.
Information and handovers What Finance needs, what it provides and where project information commonly fails. 6 interfaces
| Interface | Finance needs | Finance provides | Typical breakdown |
|---|---|---|---|
| Commercial and CA | Commitments, package forecast, changes, claims, accruals and risk assumptions. | Reconciled actuals, coding alignment, variance flags and consolidated reporting. | Package narrative and ledger position diverge, creating unexplained movements. |
| Project and delivery | Validated progress, productivity, resource changes and decisions affecting cost. | Cost and cash consequences, trends and exceptions requiring management action. | Physical progress moves before the forecast, so cost recognition arrives late. |
| Procurement | Orders, commitments, approvals, timing and changes to sourcing assumptions. | Control structure, coding requirements and visibility of commitment exceptions. | Work proceeds without a complete commitment record or correct control allocation. |
| Planning | Current programme logic, delay effects, resource loading and completion timing. | Cashflow and cost trends that test whether the programme assumptions remain credible. | Cost to complete and programme to complete tell different stories. |
| HR and payroll | Headcount, labour allocation, overtime, leave and approved workforce assumptions. | Labour cost visibility, coding exceptions and forecast variance. | People are charged to the wrong project, period or cost code. |
| Safety and legal | Approved financial assumptions for incidents, claims, insurance, provisions and disruption. | Consistent cost treatment, materiality thresholds and reporting timing. | Emerging exposure is discussed operationally but does not reach the financial position. |
The recurring interface problem: Finance sees transactions and reported assumptions. Other functions see the events creating them. A reliable position requires both views to be reconciled before the reporting deadline.
Risks it manages The reporting, governance, control and margin consequences Finance exists to prevent. 6 risk areas
Reporting accuracy
Incomplete, inconsistent or poorly explained information can misstate the project position and undermine management decisions.
Forecast integrity
Stale assumptions, unsupported optimism or missing project events can create false confidence in the expected final result.
Delegated authority
Commitments and adjustments made outside the DOA may expose the business even where the underlying cost is legitimate.
Governance and financial quality
Agreed structures, internal procedures, ISO-aligned systems and financial controls must be followed consistently.
Audit and evidence
Material transactions, assumptions and adjustments need a record that can withstand later review, audit and closeout.
Cash and margin leakage
Poor recognition, unsupported positions and unresolved control failures can become write-offs, concessions or avoidable cash pressure.
Behaviour to expect How Finance’s risks and accountability appear in everyday project interactions. What to expect
| What you may experience | What is driving it | What helps | When it becomes overreach |
|---|---|---|---|
| Repeated reconciliation questions | Finance remains accountable for unexplained differences even where another role supplied the input. | Connect the movement to evidence, timing and an accountable owner. | Finance replaces the package owner’s judgement instead of testing it. |
| Requests for approvals and evidence | Unsupported decisions may fail later DOA, audit or governance review. | Provide the approval path, basis and record while the decision is current. | A missing approval is treated as though the underlying exposure does not exist. |
| Cautious treatment of upside | Finance may be accountable for reporting margin that never becomes defensible. | State entitlement, probability, timing and the conditions required. | All uncertainty is treated as zero value regardless of evidence. |
| Fixed reporting deadlines | Business, joint venture and governance obligations continue even when project inputs are incomplete. | Give early notice, a controlled assumption and an agreed update date. | Process timing is prioritised over a necessary project decision. |
| Challenge to coding or structure | Inconsistent treatment damages comparability and can conceal the true project position. | Confirm the correct package, period and control account early. | The control effort becomes disproportionate to the underlying risk. |
| Escalation of unauthorised commitments | Retrospectively fixing the record does not remove the original governance failure. | Quantify the exposure, identify the owner and correct the control path. | Finance attempts to direct the operational or commercial resolution itself. |
Strong Finance behaviour protects the position without pretending that uncertainty can always be reduced to one precise number or that financial records are ahead of project reality.
Decisions and escalation How Finance handles uncertainty, timing, materiality and control failure. Act or escalate
Record changes early
Commitments, progress, risks and decisions enter the control cycle before month end.
Align the evidence
Project owners compare operational reality, package forecasts and financial records.
Test the assumptions
Finance identifies unsupported movements, gaps, inconsistencies and control exceptions.
State uncertainty clearly
Actual, forecast, risk, opportunity and unresolved assumptions remain distinguishable.
Escalate when
The issue is material to a decision, breaches a control, affects governance, persists without an accountable owner or could make the reported position misleading.
Do not escalate merely because
A small difference exists, a forecast remains uncertain or another role has not adopted the Finance view. Resolve normal working differences at the interface first.
ROLE INTERFACE ASSESSMENT
How well do you understand Finance and Cost Control?
Twenty questions test purpose, boundaries, required inputs, outputs owed, timing and escalation. This is not a technical Finance assessment.
