6-part role model
Purpose and accountability Why HR and People exists, what it protects and how its contribution is judged. Why it exists
HR and People enables a capable workforce and manages people risk within the operating context.

It connects workforce planning, recruitment, onboarding, performance, development, conduct, industrial relations and organisational systems. People issues rarely exist outside the work environment that produces them.

Core accountability

  • Plan and support the workforce needed for delivery.
  • Maintain fair, consistent and compliant people processes.
  • Advise leaders on performance, conduct, development and workplace relations.
  • Identify systemic workforce conditions rather than treating every issue as individual failure.

What leadership relies on

  • Early visibility of capability, capacity and workforce risk.
  • Credible advice that connects policy with project reality.
  • Consistent handling of sensitive and high-consequence matters.
  • Workforce data and trends that support leadership decisions.

How the role is judged

  • Quality and timeliness of workforce support and advice.
  • Fairness, consistency, confidentiality and compliance of process.
  • Capability, retention and effectiveness of workforce interventions.
  • Whether underlying operating conditions improve rather than symptoms recurring.

Project consequence

  • Good workforce planning protects mobilisation and continuity.
  • Early performance support prevents conflict and capability loss.
  • Poor process can create legal, industrial and trust consequences.
  • Ignoring work design can make recruitment or discipline solve the wrong problem.
Ownership and boundaries What HR and People owns, influences and challenges, and what remains with other roles. Authority

HR and People typically owns

  • People policy, employment process and workforce governance frameworks.
  • Recruitment, onboarding, development and employee lifecycle support.
  • HR advice on performance, conduct, grievance and workplace relations.
  • People data, confidentiality and escalation to specialist employment support.

HR and People influences and challenges

  • Workforce plan, structure, capability and succession.
  • Leadership behaviour, team culture and work design.
  • Industrial relations, mobilisation and change management.
  • Responses to fatigue, psychosocial risk and sensitive incidents.

HR and People does not replace

  • Line management of day-to-day performance and conduct.
  • Operational diagnosis without evidence from project leaders and workers.
  • Specialist legal, payroll, safety or industrial authority held elsewhere.
  • Every project resourcing decision regardless of delivery and budget accountability.

Context changes the boundary

  • Corporate HR, project HR and industrial relations duties may be split.
  • Employment instruments, location and workforce model change obligations.
  • Managers retain line accountability even with strong HR support.
  • Privacy and sensitivity change who may know, decide and record information.

HR owns the integrity of people process and advice; line leaders own management behaviour and performance, while Legal, HSEQ, payroll and executives retain their specialist and delegated decisions.

Information and handovers What HR and People needs, what it provides and where project information commonly fails. 6 interfaces
InterfaceHR and People needsHR and People providesTypical breakdown
Project ManagementWorkforce strategy, priorities, structure, performance context and decisions.People options, process, risk, capability data and escalation advice.HR is asked to fix a people outcome without authority to change the work conditions causing it.
Site LeadershipObserved behaviour, supervision context, rosters, capability, facts and immediate risk.Practical process, coaching, documentation needs and support for leaders.A performance issue is referred with conclusions but no specific examples or prior feedback.
HSEQFatigue, psychosocial, fitness, incident and control information.Employment context, support pathways, privacy boundaries and workforce action. The issue is treated through only safety or only employment process when both apply.
Commercial and FinanceApproved workforce assumptions, labour strategy, cost constraints and records.Headcount, recruitment, employment change and workforce risk information.Workforce commitments are made without aligning budget, authority or industrial consequence.
Legal and Industrial RelationsEarly facts, chronology, documents, instruments and desired outcome.People context, process history, stakeholder needs and implementation support.Specialist advice arrives after inconsistent statements or procedural steps have occurred.
Employees and RepresentativesConcerns, evidence, feedback, expectations and relevant personal context.Clear process, confidentiality limits, support, decisions and reasons where appropriate.Silence or overpromising creates mistrust about what HR can control or disclose.

The recurring interface problem: HR sees process and workforce pattern; project leaders see daily behaviour and operating pressure. A good outcome requires both, particularly before a sensitive matter becomes a formal dispute.

Risks it manages The capability, conduct, fairness, industrial, legal and continuity consequences HR and People manages. 6 risk areas

Workforce capability

Roles may be filled without the skill, supervision or development needed for safe delivery.

Performance and conduct

Delayed or inconsistent management can allow problems to escalate and evidence to weaken.

Employment compliance

Poor process can breach instruments, policy, discrimination, privacy or procedural fairness duties.

Industrial relations

Rosters, conditions, change and representative engagement can disrupt workforce continuity.

Wellbeing and psychosocial risk

Work design, behaviour and pressure can cause harm and impair performance.

Retention and succession

Critical knowledge and leadership capacity can leave without a managed transition.

Why this matters: people decisions affect delivery, trust and legal position at the same time. A rushed process may appear to solve today’s problem while creating grievance, turnover, industrial action or litigation tomorrow.
Behaviour to expect How HR and People’s risks and accountability appear in everyday project interactions. What to expect
What you may experienceWhat is driving itWhat helpsWhen it becomes overreach
Requests for specific examplesFair action requires facts, context and prior expectations rather than labels.Bring dates, behaviour, impact, feedback and the desired performance standard.HR delays obvious immediate action while seeking unnecessary detail.
Caution about confidentialitySensitive information can harm people and legal position if circulated broadly.Share on a genuine need-to-know basis and explain the decision required.Confidentiality is used to withhold information a responsible manager needs to act.
Challenge to a quick termination solutionEmployment action requires evidence, process, authority and consideration of alternatives.Engage early, set clear expectations and document fair opportunity to respond.HR prevents decisive action after a fair and lawful basis is established.
Questions about work environmentIndividual behaviour may reflect workload, role clarity, supervision or team conditions.Examine system and individual factors together.Context is used to avoid individual accountability.
Structured process and documentationConsistency protects fairness, learning and defensibility.Use plain records focused on facts, expectations, support and outcome.Process becomes performative and disconnected from improvement.
Early escalation of sensitive mattersHarassment, serious misconduct, industrial or legal risk can be damaged by informal handling.Preserve facts, protect people and limit circulation until the right owner is involved. All ordinary conflict is formalised before leaders attempt respectful resolution.

Strong HR behaviour combines fairness and compliance with genuine operating context. It becomes overreach when HR replaces line leadership, or when process is applied without understanding the work that produced the issue.

Decisions and escalation How HR and People moves from context to fair action and escalates sensitive workforce risk. Act or escalate
01 · Understand

Establish facts and context

Clarify behaviour, role, work conditions, history, policy and immediate risk.

02 · Plan

Choose the proportionate pathway

Align support, feedback, process, authority, confidentiality and specialist advice.

03 · Act

Implement fairly

Give clear expectations, opportunity to respond, support and documented decisions.

04 · Learn

Test the operating system

Review recurrence, capability, leadership and work design rather than closing at paperwork.

Escalate when

There is serious misconduct, safety or psychosocial harm, discrimination, industrial action, threatened litigation, material privacy risk, executive involvement or a decision beyond local delegation.

Do not escalate merely because

A normal performance conversation, development need or respectful workplace disagreement can be managed promptly by the line leader with proportionate HR support.
